Reverse works, but no drive unless I rev the engine.

The truck will go in reverse fine, but at every stop I
have to rev the engine to get it to go into gear,
(2500-3000 rpms) And it goes through all the rest if
the gears. Until i stop then the process restarts. Put
new filter and fluid and still same issue. a couple of
times it stalled when trying to engage into 1st from
a stop.

most of the time when the trans goes, forward gears go first, check the color and smell of the trans fluid if it is dark? or smells burnt then I would go to a Trans repair shop, could be Proportioning valve, converter?
