i took the three screws out of the Starter and it still didnt budge. Is there any more steps?

It may just be frozen in the hole. lightly tap it with a rubber mallet but be sure it doesn't fall on you or your hand. Also, I am guessing you had the sense to remove the battery cable and the wires to the starter. They won't stop you from removing it but they could save you a fire.

All three bolts should have had 10mm heads and been of the same length. Use a small mirror to look on top of the starter. I think you may have all but one of the starter bolts removed.

He said he removed three bolts. That should include the top bolt too.

There's one other bolt up there. It bolts the block to the bell housing. You'd know that if you ever worked on a modular engine. If you lay a 4" extension with a short 10mm socket on the starter solenoid between the starter and the solenoid, you're almost guaranteed to find it. These starters do not get stuck in the hole. They can't.

I have only pulled mine one time from the 2004, 5.4 engine and I don't remember more than 3 bolts to remove it. Are you saying there are 4? or is this the other engine? My starter came out with a slight rap with a rubber mallet.

No. I'm saying that it's easy to mistake a transmission bolt above the starter for a starter bolt

ya, that is something I didn't thin about. I guess I took for granted that he knew a starter bolt from a transmission bolt location. Good possibility
