command failures on inspections

I have a 2002 Escape 3.0 liter V6 that will not pass inspection. I keep
getting MIL command failure. I have replaced all the appropriate EGR
valves and unhooked the battery plus driven the car to reset everything.
As soon as you stop and turn the car off and turn it back on the check
engine light comes back on again. We have checked the wiring harness
and even checked the new parts for failure but we are not getting
anywhere. I dont want to have to buy another car and need this one fixed
really bad. my mechanic is very competent but I needs some new direction
