2002 ford escape, heater works fine until the temperature goes below freezing, then it's just cold air.  coolant level and protection are good.  upper and lower rad hose temp are hot. hoses to and from heater core are hot.

most probable cause?

Most likely the coolant has to much water and not enough antifreeze. Since the heater core and lines are small diameter and do not circulate fast there is probably ice blockage.
