Continues gas flow even with out touching the pedal

My 93 2.3L ford ranger is continues to accelerate
even when i let off the gas and when i take it out of
gear its almost like im flooring it and it jumps into
a high rev and then stops only when i come to a
complete stop but i dont always have this problem
and iny time i try to show someone it runs fine ive
checked my throttle cable and pedal they arent
sticking at all so im kinda lost on what to look for
here and im not really a mechanic either just know
the little odds and ends

I think the cable is hanging up on something or the return spring is broken. You may want to get a helper to work the pedal while you look for problems.

Ive had my dad try and look at it hes not so much a mechanic iny more but he saod he didnt see anything rong with the cable or return spring he checked those first i almost feel like the vacuum isnt kicking on and cutting off the buring fuel i tried to have orileys run a obd1-2 scanner on it and their reader came up with a error every time we ran it
