One side higher then the other

My Crown Victoria when I turn the car on I can hear the pump turn on and turn off and feel the rear of the car rise up but when I get out and look at the rear of the car the right side is higher the left ,I've shut the system off and let it sit for two day then turned it back on and it still leans to the left. replaced both Air bags in the rear. still the same. HELP

Most Peeople get The Air Shocks Out & Put Regular Shocks. Its Cheaper & Better Option
