2002 crown victoria tail lights, radio, dashboard, ceiling light, signals and heat don't work, but runs fine? What could the problem be?

The Instrument Cluster, Warning Lamps Module, Transmission Control Switch, Lighting Control Module are all on the same fuse. See the link Page 161 for more information
