1994 Crown Victoria AC Clutch Won't Engage?

AC Clutch does not ehgage

Most likely the compressor relay! Check relay by jumping two of the terminals with a paper clip or piece of copper wire while car is off... then when you turn key to start, it will forcing the compressor clutch to engage.
