my 94 crown vic keeps making a loud humming noise causing the idle to pick up while I'm braking then when I make a stop it stalls out...what could this be

A few things come to mind but the first possibility is the IAC (Idle Air Control) valve. It's on the side of the Throttle Body, held in place by 2 small bolts. It's either gunked-up or failing. Typically, to address a poor Idle quality, I clean the Throttle body and the IAC, and disconnect the Battery for a few minutes. The Second thing that comes to mind is an un-metered air leak (vacuum leak). Check all tubes and vacuum connections.
