If the catalytic converter is bad, it needs to be replaced. They can plug up, constricting the exhaust, which is why your vehicle is sluggish. Get it into a shop right away and have it checked, and if needed, replace the cat. If the engine is running rich, or you have one or more bad/leaky fuel injectors, you may be dumping excess fuel into the exhaust which could also cause a red-hot exhaust. For all we know you may have more than one issue going on, so do yourself a favor and get it into a shop right away. The problem will only get worse.

Metal shavings in a cylinder is bad news, time to evaluate whether this truck is worth keeping or not.
