02 chevy silverado 2500hd 6.0L stuck in 4 low

My truck is stuck in 4 low but and won't come out.
The 4x4 never worked and it isn't powering all 4
tires but the gearing is in low. I tried holding the 4
hi button while shifting it from r>n>d>n>r and
separating and it sounds like there's play in the
gears

Have you checked the level and condition of the transfer case fluid?
