My truck was flash flooded, when I hook up the battery the headlights come on automatically with no ignition on.

I have been through the list of trying to repair my 2005 silver ado 4.3. Done everything
I can think of from replacing fluids, checking fuses, When I hook up the battery my
headlights come on automatically. I have bypassed the fuse, and she actually tried to
start. Is the headlamps part of the security I wonder? Does anyone have any ideas?
Please help I need my truck but it was not covered for this type of damage.

It could be the ignition switch or a bad neutral switch if it is an automatic.
