Why will my front driveshaft spin but not my wheels turn when 4wd is engaged?

When I put my 03 silverado 1500 in 4WD the front driveshaft will spin but not
the tires. 4WD engages so it's not the T-Case or the actuator but the front tires
won't spin. What could this be?

If I understand your post, correctly, did you check the driveshaft joint at the tire?
