Why do my headlights slowly brighten?

When I start my truck,  the headlights slowly brighten. This
is why I can't use my highbeams. When I switch to low
beams I have to wait for the headlights to brighten.

check for good grounds , & a good motor to chassis ground , a multi meter would be helpful .

Just a guess, but, have you changed the bulbs of late? I think the only way this could happen is fit the bulbs installed are the wrong part for your truck. This is especially true if you do have 12 volts at the bulb connection (multimeter measured) and if your truck is running properly.
