why does my 4l60e transmission have no 3rd or 4th

Hello i bought a 2000 silverado with a bad tranny no 3rd or 4th gear burnt
tranny fluid so i swapped in my good tranny from my wrtitten off silverado
assuming the clutches were gone in the other one. But after the install i took
it for a drive and the exact same problem is here no 3rd or 4th gear... So i
am assuming there is some electrical problem on this truck bad wiring
somewhere. I have checked all fuses and couldnt find any broken wires.
Does anyone know what could be bad? It has to be something electrical on
the truck nothing to do with the tranny unless somehow while sitting for a few
months my good tranny developed the exact same issue.

TCM bad? Replacement transmission wrong number? Gear selector switch sending wrong signals?
