Front brakes locking up on 1999 Chevy Silverado
4x4. Done crack open all  4 bleeder value's still
locked up . What gives.

Sounds like Master Cylinder., May need to replace the soft lines to calipers too as they may be breaking up inside and clogging the master up. I have experienced the master cylinder locking up front brakes personally, and if not happened to me I may not believed it was possible but is possible, Mine would release when bleed then after hitting brake pedal the front pads would not release, after hitting the brake pedal a few more times or just driving until pads were so hot they would stick to disc and lock up, put on new master never did it again.
