Why cooling fans runs when you turn on blower and the engine is cold is that
normal

It's normal for radiator cooling fans to come on with a cold engine. Fans should come on with A/C functions which includes Defrost. It's good that you are alert to these things a car does. You can avoid bigger problems later.
