My car has a trac off button and I'm not sure what
it is or what's it mean when should I have it on and
when should I have it off

it should be on at all times. what its for is to not let your tires spin so you get better traction,but sometime you need to spin,then you push the button that will turn the trac off so you can spin.best way to understand is go into a empty parking lot and accelerate hard with the system on then off.
