Are 23 inch rims too heavy for 91" Monte Carlo

weight of aftermarket 23 s are no doubt lighter than stock aluminum wheels,will they clear frame on turning is in question

No they will weigh less than your stock rims. The problem is going to be getting them to fit with the rubber band tires. If the back spacing is not correct the will not fit under the fenders.
