Any applicable trouble codes? My info says the bcm controls interior lighting, including the instrument cluster. The fuses in the diagram are for bcm, not only check the fuses, use a test light to check for voltage at fuses, hot all the time. The ground for bcm is black wire with white tracer. There are a couple of fuses for the instrument cluster, check those, also. A couple other thoughts, most vehicles have an interior dimmer switch, you need to make sure that isn't turned all the way down? There could be a problem with instrument cluster?
