turning right (slightly or hard) i hear a rubbing noise consistent with wheel rotation.

the slower I go the louder it is. it faintly sounds like hwy. rumble strips, just not that loud.

Check your left front wheel bearing. Lift the wheel and spin the tire by hand. Grab the spring and if it's bad, you'll feel the bearings crunching in the race.
