94 Ford Explorer will not crank

I have a 94 Ford Explorer and it will not crank. I have tried
replacing the fuel pump and the fuel pump assembly and I
have replaced the fuel relay switch and it will still not crank
and the fuel pump will not pump the only way I can get the
fuel pump to pump is to jump the relay but it still will not
crank I took it to a shop they said that the fuel pump has
power and the fuel injectors have power but the fuel
injectors do not have pulse and and the only way they could
get the fuel pump to pump is to hook a computer into the
computer on the truck and make it pump manually but it
still will not crank and by the way it has spark and now I am
told that it could be the fuel pressure regulator but I do not
know please help me I am at my final straw with the
Explorer

I am sorry I forgot to mention that before it stop cranking it was showing his butt on cranking I would have to turn the key back and forth back and forth until the check engine light would come on then it would crank sometimes I would just have to turn the key over and hold it until the check engine light came on then it would go on and crank up
