If the starter just replaced on my 94' ford explorer is spinning when the ignition is turned on does that mean it is getting adequate power? It does not crank or anything but spin? help please!

Starter spins not engaging with the flywheel, should I put additional shims? Or
could it be a bad starter? Is it getting enough power if the starter spins or
could it be faulty wiring still? I have replaced the fender selonoid.

Thank you Tennisshoes, I will take it off and have it tested, it is a refurbished one from Autozone. I might just buy a new one!

Yeah, think you're right, i'm gonna spend the few extra dollars to get a new one. Just hope that is all it is? Thanks again for your help!
