94 Ford Bronco won't start

I have a 94 Bronco. Car turns over but won't start. The car ran fine, five minutes earlier. Stopped and tried to restart it and no go. Mechanic says relay is not telling the fuel pump to start. Says the pump works, thought it was the filter or pump for sure. Says there's no engine light on either. Any Idea why the fuel system would just shut down? He already looked for a cut off switch, said there was none.

I Have a 94 Bronco and there is a shut off switch on the passenger side behind the 1st piece of trim up from the door jam. A black box with a red button
