My front ends locks up going up and down hills

When I'm going up or down hills and turn wheels it feels as though the front wheels are
locking up. It doesn't do it on staightaways

....okay, does this one have traction control or anti-lock brakes? "locking up" what like screeeetch, type or gradually applies the brakes then?
