Ok, if you are going between 35 and 75 mph with the car off, that is just not a good idea.

Funny,when it's sitting in the garage you can see the speedometer between 35 and 75mph it used to be black and could not see any displays till you turn the switch on.

Sounds like the problem is in your instrument panel circuit board. A very common issue on these digital models. Had the same trouble with my 84. There are a lot or companies offering rebuild services for these instruments and you can find one by web search. Good luck. The digital dashboard was nice until it gets old and starts acting up.
