Spongy Brake

Brakes have been bled and no air in lines. Hissing
sound near master cylinder when brake pedal goes
to the floor. Sometimes it goes to the floor other
times it doesn't. When it does front tires keep
rotating while pedal is pressed, rear tires stop.

Maybe your master cylinder is worn out. The hissing is probably the brake booster.
