why is the top speed of my 84 only 100mph

the fastest it goes is only 100mph redlined!
it seems like it doesnt go to 4th gear
i normally use 3 in the city ,when on the highway i switch to D
it sometimes feels like it went to fourth but then it drops back to third.
Also when taking turns with half a tank of gas it putters and wants to stall.

Not sure about the stalling but is it possible that somebody, possibly a past owner, has a governor in the engine to shut it off at 100...or could it have come in the car? Not sure.
