both low beam headlights working but VERY dim on 2005 RX 330 What is problem

Both low beam headlights light up equally but, are VERY dim - not bright enough to
see at night. Since bulbs are working but, dim I doubt they need replacement which I
am happy to do but, I need a solution. Brights seem to work perfectly. Any help
would be greatly appreciated.

Standard halogen headlights naturally dim over time. If they have never been replaced, I would try replacing them.
