Honda CRV 2005 vtec 2.4 loss of pover and very low mpg

Hi,
I have an CRV 2005 2.4vtec.
Everything seems to go perfectly except that it barely climbs (very slow
acceleration) and has a very low mpg (11mpg)
I have already replaced the vtec solenoid valve and the timing valve and
nothing change.

Changed catalytic converter. Still low mpg (10/11 mpg) and still hard to climb when steep : shift don't lower automaticaly unless accelerator pressed at full and then hardly goes over 3000 rpm. Thank you for your help.
