1986 Camaro wont shift

I have a 1986 camaro with a 1979 chevy 350 motor. I was driving home one day and everything was
fine until I stopped and got gas. When I started it up and drove it shifted early up into second then third
then when I reached about 25 mph it wouldn't shift anymore and just red-lined when I gave it gas. Could
this be a cable or is it probably the transmission?

i would check governor for worn gear or sticking valve

Im actually not sure, the guy I bought it from dropped the 350 into it and im not sure if he messed with the tranny or not.

if it is an automatic, how does the fluid look? is the dipstick level at the proper mark when engine is running? has the x-mission fluid & filter been changed? could be a worn clutch pack.
