2001 beetle, if the reservoir is low ( maybe even leaks??) would that cause
the over heat temperature light to (stay on)flash

you have lost coolant and the vehicle has begun to overheat - yes the light will flash or stay on

It's safe to say you have a leak somewhere - I would recommend having someone diagnose the leak and repair it before driving it
