Check bulb socket with multi meter to confirm which is missing power or ground. This will help narrow down you issue.
does the 4 way emergency flashers work?? if they do then you can eliminate the wiring and socket...most likely the switch ....also the combination flasher plugs into the back of the multfuntion switch (turn signal) and does not come with the new one ...here is a wiring diagram
