What do I when Dealer refuses to sell the car listed on CarGurus at stated price? Isn't that fraud?

A 2011 BMW was listed for 8,446 on cargurus, I went in to the dealership to purchase, and he changed the price to 1,500 more,isn't that a Freud deal?
