what does "rank" represent?  can't find a definition anywhere.  my car is 3 out of 10.  Why?

Data gathered to TRY and rank vehicles.. really a marking tool! kinda, very, very subjective. Example which color is better blue or red? 1. give (someone or something) a rank or place within a grading system. Most of these rankings are a joke most reliable, most this most that.. Politicians ranked the most honest people!
