I'm working on a 08 cobalt...the temp is getting high and the fan isn't kicking in...I checked the 2 fuses and relays and both checked out good..if I unplug the fan and hook my meter up it shows 12v

If you have power all the way to to the fans but the fans won't come on. There's only one answer. The fan's are burned out.

Yes try hotwiring the cooling fans to see if they're burnt out, you may have to replace one of them
