2001 ford explorer 2dr 3gen passenger seat will not recline how do I fix it?

you have to inspect the lever that pulls up to see if it is slipping on shaft or under seat to see what is moving and what's not moving when pulled up on lever. Its easier when you pull the seat out and flip it over to check. 4/ 14 mm bolts

I checked everything under the seat it seems to be working correctly. The seat is just stuck I tried pulling the handle up and pushing very hard from the back and it just won't budge. Any other ideas? And thank u

sometimes the shaft actually breaks in half, it should feel a little resistance as normal if not broke, compare to other side
