on a 1981 280zc turbo,does the fuel pumpm relay affect tne gas guage

To the best of my knowledge, no it does not. The fuel pump relay only controls the power circuit for the pump itself, not for the fuel level sending unit, which should have its own 'ignition on' power source, if I recall correctly.
