Why does Car Gutus allow dealers with poor rating.  

Exa. 1 star  30 % dissatisfaction   Dealer added ad

ins, raised price, etc. dishonest practice

Cargurus is just an advertising sight and has no control over what's in ads or over the quality of advertisers. I think that anyone who's willing to pay for an ad, won't get rejected; it is a business, after all. So do your own diligence and deal with only who you find reputable.
