Are you the beneficiary or have power of attorney. Have the title handy? Any liens on the car?

Ask a lawyer or your local DMV office. If you can transfer the title into your name you can then sell it. Otherwise a power of attorney might be required. Maybe a death certificate along with a will proving you are the beneficiary would do it. No will usually means probate.
