I'm trying to find instructions how to proceed. I have a car hour away, want to see it, then prob. make offer, but how? I don't get it.

just trying to figure out how to buy this car.  I want to see it before offer, it's an hour away, I need to meet person but can't communicate so I can't figure out how to buy the car I want to buy and the seller wants to sell.  I'm not buying or offering on it until I've see and driven it.  THis is not working...what am  I missing?  I want to see, inspect,  buy this car (probably) but can't get past this step where we are ready to complete sale but can't.
