Whom makes a 14v battery and why would you want one? Vehicle electronics run at 12v.

Mmm. The charging system is designed for 12v negative ground. Vehicle running, voltage at the battery is typically 13.5 to 13.9v. Off, 12.3 to 12.6v. Temp, system load and battery condition will vary the readings. If the battery wont charge, then the battery is bad or the alternator is. Check the voltages, vehicle off and then running.
