Please help ! Is piston #1 on a Chevy Silverado 1500 4x4 suppose to go upward ?

Top Dead Center compression stroke, piston #1 is used for static timing the engine.

The pistons go up and down and the crankshaft goes around and around.

Yes. It goes up for compression stroke then down and then back up for the exhaust stroke, so basically the piston can be TDC but yet is on exhaust stroke instead of compression stroke. You do not have the year, engine in your question but if you have a distributor, rotor button should be pointing to the number 1 piston on TDC compression stroke to time it correctly or find the compression stroke for number 1 piston (depending on timing and engine may be a tad before or after it but close enough to know its the number 1 but generally toward where the plug wire for number one plugs in just put a mark on the intake with a marker before removing the cap and you can adjust this later with timing light)
