I have a 89 silverado and when I try to start it after sitting
over night the first time I turn the key it will just click but
when I turn the key again it will fire right up. But when I
drive it a long distance and the motor temperature get up I
have to let it sit for about a hour before it will start again.
Is that the starter or what should I be looking at to solve
this issue?

First I would check the wire connections to the starter making sure they are tight if they are the next thing is to look at the starter. Also check and clean battery terminals.
Resistance on the circuit. . Clean all connection including at the starter selenoid .... or you have draw on the system.. do a load test.. remove the positive cable from battery .. put your multimeter in line touch one lead to the positive post and the other lead to the loose positive cable .. make sure your meter is set to amps. And see how much draw is on the system . Should be less than 1 amp anymore and you have an open circuit somewhere. And your battery will drain..
