Why am I getting poor gas mileage?

1997 4 door.. new tires, so that's not the problem. I used to get 15 city, but last fill it was only 11.5  last time it was 12.

Probably needs a tune up. Spark plugs, plug wires, fuel filter and air filter. It should run like a top then.

Changed plugs, wires,fuel air and gas filter less than a year ago. How often should they be changed?
