Honda has been sitting for 3 years and won't start should I change the fuel filter

A good test is to spray starting fluid into intake while turning the engine over. If it runs momentarily the ignition system is ok and you should look at fuel system ie. fuel pump, fuel filter etc.

If it's been sitting for 3 years, you'll have to do a lot more than just change the fuel filter. All rubber hoses, gaskets, etc. are probably cracked, you will need to check your ignition system, wiring, etc. in short - everything. Cars are meant to be driven not framed except in a museum, so it's going to be a lot of work getting it restarted.
