where is the diagnostic connector on a 4 cylinder 2013 Accord sedan

Should be under steering wheel. Have you checked your owners manual for its location?

Federal Law states it must be within 3 feet of steering wheel and require no tools to access...but that does not mean it's not hidden...ashtray, cupholder..

really cup holder? what car has the obdII connection in the cup holder? that seems like a stupid place to put one. i have never even heard of that! even with obdI it was always under the dash on the driver side.
