No headlight are tail lights

1970 Oldsmobile Cutlass starts and runs great ,But no lights headlight's tail
lights or running lights, plus no turn signal are horn plus no dash lights , fuses
look good

And no brake lights , Look at the disconnect or under the hood for corrosion or wear , many of those items are hot at all times , You need a multi tester to see what has power/ground and what don't

After checking the above, in that order, remove the fuse box and check the larger power wires going to the back of the fuse box. Each wire feeds a group of circuits. The headlights are only fused by the fusible links down by the starter. The other things you mentioned get power from the fuse box. So if part of the fuse box is dead, it's a problem at the starter or those larger wires at the fuse box. Hope that helps! Jim
