My 2015 outback will stall on a snowcovered slick grade when starting from a
dead stop.  The engine doesn't stop, just will not rev up enough to spin the
tires.

Welcome to traction control where the computer tells you that you can't go there. Try turning off the TC.

TC applies the brakes to keep tires from spinning which means you can't move on slick surfaces. Cruel but true.
