Subaru 2015 wont start after a dead battery is replaced

I have a 2015 Subaru Outback.  Runs great however, I parked it, came out
and the battery is dead.  Tried to jump it and the horn blew. Took the battery
out and replaced it.  Put new battery in (after ensuring it is good) and made
all the connections.  The car still wont start.  Only the dashboard lights go on.
The steering wheel is locked.  The other lights and radio are not working.  
Any ideas?

The Master Fuse had blown. We found this on another post. Replaced the master fuse and everything is fine.
